Position Overview

The Talent Management (TM) Director is a highly experienced professional with outstanding people skills to lead PADF Talent Management programs and initiatives in support of the organizational objectives. The TM Director’s responsibilities include driving the talent management strategy, ensuring operational excellence across PADF operations in the Hemisphere, talent acquisition and retention, and compliance and policy development. Specifically, the TM director will ensure the efficient implementation of and full compliance with HR policies, support employee development and retention, enhance job satisfaction, and manage compensation and benefits policies, and ensure diversity, equity and inclusion across the organization. Reporting to the Chief of Staff, the Director of Talent Management partners with leadership across PADF recruit, onboard, manage, develop, and retain talent in alignment with organizational strategic goals, values and culture.

Key Responsibilities

Strategy: Develop and propose a modular Talent Management strategy in support of PADF strategic organizational objectives. This will include identifying gaps and opportunities and updating approaches as needed given labor market trends across the region.

Operational Excellence: Ensure the efficient oversight of TM operations including talent acquisition, staffing, employment onboarding, compensation and benefits management for US and International based employees, and performance management,; coordinate training and talent development, safety and health, succession planning in coordination with PADF senior leadership, employee engagement and retention; ensure staff have access to information and resources on PADF LMS and other means; work hand in hand with country office TM leads, country leaders, and Regional Directors to ensure strong Talent Management programs for hemispheric operations. Lead the Digitalization of TM procedures in coordination with the CIO.

Policies: Develop and update policies in support of organizational objectives and in compliance with U.S. and regional legal requirements. Develop training resources to socialize policies with relevant internal stakeholders.

Compliance: Support Senior leadership by providing resources, advice, and counsel to comply with legal and fiduciary requirements; ensure compliance with federal, state, and local legal requirements; anticipate legislation; enforce adherence to requirements; support any organizational audits and inspections in coordination with Finance.

Required qualifications

  • A minimum 10+ years leading Human Resources in a multi-country organization and a master’s degree in TM management, Business Administration, or related field (or the equivalent combination of education and experience).
  • Proven experience leading international HR operations and knowledge of current local trends.
  • SHRM-CP, SHRM-SCP or HRIC certification highly preferred
  • Culturally sensitive to the LAC region
  • Excels at building relationships and networks; influences others to achieve outcomes
  • Outstanding written and verbal communication skills in English.
  • Fluency in spoken Spanish essential; French or Portuguese would be a plus.
  • Experience with HRIS set up and management. Working experience with UKG HR Suite is a plus.
