Position description
Resonance seeks a Risk Mitigation and Insurance Lead for the anticipated USAID Resilient Economies and Sectors (RESET) Activity. This project will work across the Eastern and Southern Caribbean (ESC) to reduce systemic constraints to climate and disaster finance, as well as increase investments in resilience across public and private institutions and priority sectors such as agriculture in order to reduce chronic vulnerability and facilitate inclusive growth. The Risk Mitigation and Insurance Lead will bear primary responsibility for technical oversight, planning, and implementation of insurance frameworks and developing and expanding access to new risk and insurance products.
This is a full-time position based in Barbados, serving up to 11 countries across the ESC, reporting to the Chief of Party.
OUTCOMES/ESSENTIAL FUNCTIONS
- Develop Disaster Risk Insurance assessments and financial framework for the program to implement across the public and private sector for each country, in compliance with USAID requirements, working closely with Chief of Party and the Resonance Home office
- Oversee design, preparation, and implementation of natural disaster risk assessments
- Manage public and private sector relationships to harmonize country insurance contexts for regional programming
- Ensure timely development and uptake of financial frameworks within region under Resonance policies, USAID regulations, and host-country's legal policies
- Provide tailored technical assistance provided to private insurance firms to develop and expand access to new risk and insurance products
- Lead public education campaigns on insurance and insurance products
REQUIRED EDUCATION & EXPERIENCE
- Master’s degree in related field required
- Minimum 7 years of professional and directly relevant experience
- Strong experience in international disaster risk policy, supporting large complex multi-million-dollar donor programs
- Extensive experience in natural disaster damage and risk assessments, private sector engagement, and other project operations and management areas
- Work experience in disaster risk quantification extending to the public sector, re/insurance industry
- Proven track record of working collaboratively with various stakeholders
- Well organized, able to work independently, skilled in handling multiple complex tasks, able to adhere to deadlines
- Strong leadership, communication, and interpersonal skills, including ability to develop and communicate a common vision and foster collaboration across an interdisciplinary team
- Strong interpersonal, writing, and oral presentation skills in English
PREFERRED EDUCATION & EXPERIENCE
- Experience providing parametric insurance products that provide coverage for hurricanes (tropical cyclones) and earthquakes
- Demonstrated background ensuring compliance on large complex donor funded programs and current knowledge of USAID rules and regulations preferred
- Supervisory experience preferred
- Previous experience in the Caribbean region preferred
TRAVEL EXPECTATIONS
The employee must be able to travel domestically and/or internationally and up to 40% for work assignments.
