Title: Head of Program Strategy Starting (Full time post)

Salary: $1,600 USD/Month

Based: Phnom Penh, Cambodia (open to all nationalities)

Reports to: National Director

About the Opportunity

The Head of Program Strategy (HoPS) will take a ‘big picture’ view of Chab Dai's [Cambodia’s] long-term program strategy by utilizing a wide range of internal and external resources and data to support the team to make informed decisions on the strategic direction of Chab Dai’s programs.

Managing the M&E coordinator, the HoPS will ensure systems are in place and staff are learning to use these systems to track program progress against goals and facilitate continuous improvement and accountability through analysis. HoPS will also oversee the Communications Officer in Cambodia to support ethical storytelling on social media and donor and partner communications.

The HoPS will work closely with the Head of Program Management (HoPM) to identify areas for development within the projects and provide recommendations based on evidence and take the lead to coordinate funding proposals that will develop the strategy. HoPS will work with Chab Dai staff at all levels to ensure participation and ownership of strategic plans and to improve strategic thinking across the organization.

The HoPS will be a visible, present and active member of the Leadership Council (LC) ensuring the organization strategy is delivered through our staff. They will contribute to the organizational goals and maintain professional standards.

Key Responsibilities:

Strategy

  • With the HoPM and National Director (ND), the HoPS leads development of the strategic plan for the programs (in line with the overall One Chab Dai strategy), taking a big-picture view of how the environment is changing, structuring ambiguous problems, and conducting analysis to develop a perspective on implications for Chab Dai’s program direction.
  • Stays on top of trends in anti-trafficking and related fields (e.g. development, gender, migration, justice, etc.) and integrates that knowledge and networking with people in other orgs/fields into Chab Dai's program strategy and related ops.
  • Together with the ND, LC, Executive Director (ED) and Global Vison Team (GVT) supports design and execution of strategic planning cycles (every 3-5 years), with mid-point reviews, annual planning process, ensuring goals are clear and measurable, and plans integrated across departments.
  • Evaluates and uses internal/external research to inform strategy, educate colleagues on emerging trends, mine key data to drive process improvement and lead strategic planning initiatives.
  • Help staff to achieve higher levels of ownership and co-create the strategy with them, by applying participatory design, creative and critical tools and processes.
  • Designs change management processes to ensure Chab Dai is inspired by, understands, and can fully live out strategy.

Strategic Program Development

  • In collaboration with the ND and HoPM, track and review program development opportunities and identify opportunities that are appropriate for Chab Dai's strategy in Cambodia.
  • Work with HoPM, Project Managers and Project staff on proposal development and design including lead coordinator and primary drafter/editor of proposals and need assessments.
  • Make go/no go decisions regarding the pursuit of funding opportunities in coordination with the ND and HoPM.

M&E

  • Work with the M&E coordinator to ensure systems are in place to track program progress against goals and facilitate continuous improvement and accountability.
  • Ensure all staff have received M&E training appropriate for their level of responsibility through the M&E Coordinator and receive relevant technical support.
  • Oversee the visualization and presentation of data into accessible materials to enable efficient consumption for leadership, project staff, donors and other stakeholders.
  • Focus on strengthening the organization’s ability to demonstrate its impact to the community.
  • Review existing M&E processes to ensure they are relevant for the organization to use, and stay on top of trends in Monitoring and evaluation.
  • Build relationships and work with existing partner organizations and academics for ongoing M&E learning - especially the Global Learning Community (GLC)
  • In partnership with the HoPM, manage all external relationships with researchers, assistants and those conducting evaluations.
  • Ensure that info learned on the ground in Cambodia gets up to the GLC to inform and influence global practice, and that info from the GLC informs and influences CD Cambodia practice.
  • Manage and provide insight and implementation support for baseline, midline and endline evaluations for existing programs and for potential new programs.
  • Support the CBCC Grant Compliance Coordinator by reviewing reports for USAID funded projects.

Communications

  • In partnership with the communications officer, oversee the creation of content for the Cambodian social media, email newsletter etc to provide transparency for our project activities and supporters.
  • Develop an understanding for the language and imagery we use to tell stories ethically.
  • Where possible, with the Cambodian communications officer, support the development of Chab Dai’s global communications messaging by sharing relevant content, such as project success stories (with visuals) with the Chab Dai communications coordinator working on Chab Dai’s website and global communications platforms.

Leadership Council

  • Work with the other members of the LC to Support the design, implementation and monitoring of the organizational development strategy.
  • Pro-actively support colleagues from within Chab Dai and Member organisations whenever possible through coaching / mentoring, sharing knowledge and experience.
  • Any other role-related tasks that ensure the success of Chab Dai.

Qualifications

  • An undergraduate in International Development, Human Rights, International Relations, Statistics, Organizational Development and Management, or any related fields.
  • At least 5 years’ experience working in a similar role within the not-for-profit sector.
  • Demonstrate expertise in change management methods and tools.
  • Excellent verbal and written communication skills with strong English language skills (written and spoken).
  • Working and living experience in Cambodia or a similar context is essential in order to understand the issues and responses needed with projects and teams.
