Position description

This position is part of the Defense Human Resources Activity, Defense Human Resources Activity. The incumbent will be responsible for overseeing multiple simultaneous short- and long-term research projects in the H&R or R&R division.

Duties

As a Interdisciplinary at the GS-0180/0184/1530-12/13 some of your typical work assignments may include:

  • Oversee multiple simultaneous short- and long-term research projects in the Health & Resilience or Retention & Readiness division.
  • Research design and planning, coordination and collaboration with key stakeholders, data collection (e.g., survey fielding, focus groups), data analysis and reporting, all of which are informed by expertise in relevant research and policy areas and conducted as part of a team.
  • Apply theories, methodologies, and advanced analytic techniques from relevant areas of social science research, including psychology, sociology, survey methodology, and related disciplines, to work collaboratively, and to lead an interdisciplinary research team.
  • Develop survey and focus group content, conducting data analysis (e.g., mean comparisons, regression, factor analysis, structural equation modeling [SEM], qualitative analysis) and interpretation, writing research reports, giving research briefings, and project management responsibilities including oversight of the research schedule and project team.
  • Serves as the primary contact with relevant stakeholders and customers to coordinate the research process and to understand their research questions and needs throughout the research life-cycle.

Qualifications

You may qualify at the GS GS-12-13 , if you fulfill the following qualifications:

GS-12:
A. One year of specialized experience equivalent to the 11 grade level in the Federal service as listed below:

  • Assisting in the planning, developing, and administering survey instruments, questionnaires, and/or focus group protocols.
  • Collecting and analyzing quantitative and/or qualitative data.
  • Consulting with management officials on conducting statistical analysis, methods, and techniques.
  • Establishing general specifications of data content, collection, and dissemination.
  • Describing research results by writing technical, methodological and research reports.

GS-13:
A. One year of specialized experience equivalent to the 12 grade level in the Federal service as listed below:

  • Oversight of a research team in developing survey and/or focus group content and conducting data analysis.
  • Technical expert in performing quantitative statistical analysis using complex analytic methods.
  • Advises management officials regarding appropriate uses and limitations of personnel measurement devices and survey techniques.
  • Develops changes to plans and/or methodology as needed.
  • Presenting briefings and/or presentations to scientific, management, and/or government audiences.
  • Writing research publications, government policy documents or articles in academic journals.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0180/0184/1530, series as listed below:

A. For the Psychology (0180) Series: I possess a bachelor's degree (120 semester hours or 180 quarter hours) major or equivalent in psychology for all specializations except clinical psychology and counseling psychology.
B. For the Statistician (1530) Series: I possess a Bachelor's degree (120 semester hours or 180 quarter hours) that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics) and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering: or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
C. For the Statistician (1530) Series: I possess a combination of education and experience--courses shown above plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance and test of significance. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills and abilities required to perform work in the occupation.
D. For the Operations Research (1515) Series: I possess a bachelor's degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science. The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite. Courses in theory of probability and statistics are highly desirable but are not specified as minimum educational requirements because to do so would possibly exclude some applicants who would otherwise be well qualified.

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
