Position description

This position is located in the Bureau of Global Public Affairs, Office of Global Communication Strategy (GPA/SOE/GCS). The incumbent serves as a Public Affairs Specialist, responsible for designing and drafting strategy and communications plans that support the Department’s domestic and international major messaging campaigns and events.

Duties

Designs and drafts strategy and communications plans for implementation in coordination with other offices within the GPA Bureau, other Department bureaus, and other agencies. 

Works with GPA leadership to manage the implementation of major programs or policy decisions affecting GPA activities. 

Identifies and analyzes foreign affairs policy information that could have long term or short -term impact on the Department communications efforts. 

Recommends new or enhanced services designed to effectively engage and inform public audiences, both domestically and abroad, about Department programs, plans, and policies.

 

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. 

Qualifying specialized experience must demonstrate the following: 

  • Experience developing and using a wide variety of communications strategies, techniques and dissemination methods. 
  • Experience establishing and maintaining relationships with public affairs units from relevant entities (for example: Professional organizations, Non-government organizations (NGO) , think tanks, or universities). 
  • Experience analyzing and evaluating materials as they relate to public affairs issues and media engagement. There is no substitute of education for specialized experience for the GS-12 position.
