Position description
The Commission is an agency of the Government of the United States of America separate from any other agency. It was established by U.S. Public Law 99-83. The law directs the Commission to 1) Identify and report on cemeteries, monuments, and historic buildings in Eastern and Central Europe that are associated with the heritage of U.S. citizens, particularly endangered properties, and 2) Obtain, in cooperation with the Department of State, assurances from the governments of the region that the properties will be protected and preserved. Consistent with congressional and presidential intent, the Commission also encourages, sponsors, assists, and otherwise facilitates private and foreign government site restoration, preservation, and memorialization projects. The establishment of the Commission recognized that the population of the United States is mostly comprised of immigrants and their descendants. The United States has an interest in the preservation of sites in other countries related to the heritage of these Americans.
Duties
The incumbent assists the executive director in managing the office and provides administrative, bookkeeping, and secretarial services. Project Management Specialist is responsible for a variety of administrative and marketing tasks in support of the Commission’s core business related to projects, marketing, and grants management. Major duties include but are not limited to:
- Works cooperatively with the Commission staff, Members, implementing partners, and other government officials, in evaluating, negotiating, and executing the management aspects of project management and grant agreements.
- Reviews grant agreements and ascertains the allowability, allocability, reasonableness, and consistency of recommended costs.
- Evaluates budget justifications and financial arrangements, including cost analysis, reviewing of accounting systems, adequacy of resources, acceptability of milestones, and techniques proposed to ensure responsible stewardship of funds.
- Participates in the negotiation of the budget, award period, and terms and conditions for grant awards.
- Designs, develops and edits templates for official Commission materials such as meeting books, brochures, reports, etc.
- Assists in creating and distributing additional content such as blogs, infographics, videos, and press releases on social media and traditional news outlets.
- Creates and updates USCPAHA mailing lists for fundraising, communication, and marketing purposes. Researches connections between U.S. immigrant communities and current Commission work.
- Performs public outreach as needed, including targeting funders and supporters of Commission projects.
- Assists with preparing written content for social media, the Commission website and other public facing content such as remarks, brochures, newsletters, etc.
- Creates and posts shareable content for the USCPAHA social media accounts.
- Performs the following types of records management duties: updating naming conventions, dispositioning files and organizing project archives.
- Provides administrative and clerical support to the office.
- Provide a complete range of program support on cultural heritage projects.
- Due to the small size of the Commission, the incumbent will also serve in one or more federal roles such as a FOIA Officer, EEO Specialist, Agency Records Official, Alternate Ethics Official, etc.
- Other duties as needed. Duties at the GS-9 level are essentially the same as the GS-11 level, however, duties are less complex and will be performed under closer supervision with more detailed guidance.
Qualifications
We are hiring at the GS-9 level. This position has promotion potential for a GS-11. Specialized Experience GS-09: You must possess at least one year of specialized experience equivalent to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing the duties listed below:
- Conducting financial analyses of projects, grants or cooperative agreements;
- Providing technical assistance to internal and external stakeholders on projects, grants, or cooperative agreements;
- Analyzing programmatic progress and status of projects or grants operations; and
- Reviewing data to determine whether applicants submitted acceptable administrative and fiscal documents.
- Supporting projects or grants as an individual or on a team.
- OR a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related;
- OR a combination of the required experience and education for this grade level.
