Position description
Development Professionals, Inc. (DPI) is seeking a Chief of Party (COP) for the anticipated four-year USAID Nepal e-Governance Activity. The Activity is designed to strengthen the e-Governance ecosystem of Nepal for equitable, accessible and quality service delivery to citizens. The COP will be based in Kathmandu, Nepal.
Responsibilities:
- Provide technical and strategic leadership in implementing and overseeing all aspects of the Activity, including project activities and matters of budget, compliance, and reporting
- Develop project reports and conduct ongoing activity monitoring consistent with contractual and internal reporting requirements
- Manage the preparation and presentation of all project work plans, MEL plans, and reports
- Act as key liaison with the host country government, USAID, and home office
- Effectively manage and task project staff
- Provide technical assistance, as needed, to program partners and beneficiaries
- Approve expenditures and other financial transactions in accordance with USAID and internal policies and practices
- Liaise regularly with USAID, staff, partners, and home office to ensure deadlines are met and high-quality deliverables are timely completed and submitted
Qualifications
Required Qualifications:
- Master’s degree, JD, or PhD in a relevant field (e.g., Data Management, Technology, Law, Political Science, International Relations, Public or Business Administration)
- At least 10 years of demonstrated professional experience working with senior government officials and local actors
- At least 5 years of leadership experience implementing development programs and managing teams, preferably for USAID
- Experience managing complex contracts of similar size, complexity, and scope, including in a Chief of Party, Director, or Deputy Chief of Party role
- Strong management skills, ability to work with a range of technical staff and develop professional relationships with counterparts, stakeholders, subcontractors, and donor community
- Exceptional oral and written communication skills in English
Preferred Qualifications:
- Technical expertise in using e-governance to advance development outcomes
- Strong understanding of Nepal’s digital transformation and e-Governance sector
- Experience working in Nepal or the South Asia region
- Professional level fluency in Nepali
