Under the overall responsibility of UNOPS Head of Programme, and direct supervision of the Project Manager, the expert will be responsible of the following activities:

1)     Development of the IsDB’s Business Procedures 

The objective is to review and finalize the draft BP document developed by the IsDB with an objective to ensure that the BPs are clear, complete, coherent, and consistent with the new adopted business model, organizational alignment, mandates and responsibilities of the different business units to enhance the efficiency and effectiveness of Operations Business. The scope of this component is to undertake the following activities to update existing or develop new BPs as follows:

a)   Review, assess, classify and benchmark the Bank’s existing Operations Policies and Business Processes:

Review the existing BPs to assess and identify gaps and needs for changes in the BPs, in addition to benchmarking them with those of other MDBs to introduce best practices for improvement in their implementation.  The expert will:

     i)                 share the analysis of the review and assessment of the BP, 

     ii)                confirm the gaps identified in review and assessment process, and 

     iii)              provide recommendations on how to make BPs more efficient and effective;

b)   Finalize the draft BP Documents: Based on the review and assessment and feedback, the expert shall: 

     i)                 prepare the index of changes in the BPs;

     ii)                finalize the BPs after endorsement of the draft documents by the IsDB Management;

2)     Development of the IsDB’s Project Management Guidelines 

The objective is to develop guidelines that enhance efficiency and effectiveness of the Bank’s operations as well as to support quality assurance, and to establish a road map with an optimal approach to their introduction and implementation. The scope this component is divided into two phases :

     a)   Phase one: to undertake a desk study of modern project management techniques, covering the 
           following aspects:

          i)       Benchmark study among the MDBs to provide a concise overview over project management 
                   techniques being used by other sister institutions;

          ii)      Literature review on project management and synthesize the wide range of approaches in an 
                   overview that can be used and to recommend the techniques that are most relevant for IsDB 
                   operations team leaders; 

     b)   Phase two: based on the above, establish an action plan for the development of the guideline in a 
           participatory manner, involving stakeholders including global practices, regional hubs and other 
           relevant departments of the IsDB through the following activities:

            i)     Prepare and facilitate workshops/ discussion sessions to specify requirements and specifications
                   of the project management guidelines and success criteria for its development, introduction and 

           ii)     Synthesize the output and feedback from the workshop/ discussion sessions participants with
                   recommendations for development of tools and templates to be used by the guideline users;

          iii)     Draft an Inception Report of the assignment, including a preliminary outline of an action plan for 
                  the development of the guidelines and a road map for their introduction and implementation. The 
                  Inception report should also outline how the development of Guidelines could be integrated with
                  the development of a Quality Assurance System

          iv)     Develop the Project Management Guidelines with tools and templates and road map for rolling

           v)     Prepare training modules for the roll out team for training of the IsDB staff on introduction of the 

          vi)     Submission of final documents that includes all aspects elaborated above, as follows: 

  • Detailed Guidelines for Project Management (Designed e-document) and concise version of Guidelines for printing and publication 
  • A detailed rollout plan for introduction and implementation of the guidelines 
  • Training Module for the roll out team including presentation material and case studies for training sessions
  • Working Papers from workshops actively engaging the operations team leaders and other relevant stakeholders to support change management 

The expert will work under the guidance of the IsDB OQR Division. The deliverables will be developed based on consultations with all relevant internal stakeholders and will be in line with IsDB’s new organizational structure, Business model and the Delegation of Authority (DoA).

  • A minimum of 7 years of professional experience in project management, change management and/or business analysis is required.
  • Strong analytical business background required
  • Experience in working in a multi-cultural and international environment is required 
  • Proficiency in the use of computer applications, including MS Office (MS Word, Excel and PowerPoint), use of database, research and spreadsheet applications for analysis is required
  • Fluency in English is required.
