Position description

Background: Development Professionals, Inc. (DPI) is hiring a part-time Learning Advisor (consultant) to support the Latin America and Caribbean Learning and Rapid Response (LACLEARN) activity. The role provides technical support for the mechanism’s learning and dissemination objectives, within and across research activities/events. This is a part-time, remote consulting role for an experienced international development professional with relevant subject matter expertise and USAID experience. The anticipated start date is September 2024, and the assignment is expected to last approximately one year. 

The LACLEARN Task Order is a five-year mechanism (September 2020-2025) under the ASIV IDIQ contract. LACLEARN supports USAID’s Latin America and the Caribbean (LAC) Bureau and country-specific Missions with a range of technical services, ultimately contributing to improving USAID’s work on DRG and citizen security in the region. The project implements analytical/research activities (e.g., strategic assessments, regional studies), tailored learning/knowledge management support, and rapid response technical support for transitional DRG environments. Specific activities may focus on crime and violence prevention, democratic backsliding and authoritarian resurgence, good governance, and innovations in monitoring, evaluation, and learning (MEL), among others. In its final contract year, the mechanism expects to implement a range of tailored learning support and events/workshops. 

Role: The Learning Advisor will provide technical support for the mechanism’s learning and dissemination objectives, within and across research activities/events. This may include event design and facilitation; advising on collaboration, adapting, and learning (CLA), knowledge management, and evidence application/utilization; and reviewing products (e.g., reports, briefs) for end-use. The role will ultimately contribute to improved LACLEARN products, events, and client learning. 

Specific tasks and responsibilities include, but are not limited to:

General learning and knowledge management (KM) advisory:

  • Review LACLEARN background documents including annual reporting, work planning, activity concepts, and the LAC/DRG Learning Agenda. 
  • Support in designing and developing synthesis products which consolidate LACLEARN’s evidence base to date. 
  • Review activity work plans to provide suggestions on client learning and dissemination.
  • Review activity final products (reports, presentations) to provide suggestions on client learning and dissemination. 
  • Participate in regular internal and external calls to advise on learning objectives and approaches within and across discrete analytical activities.

· Event design and facilitation support: Support the design, implementation, and facilitation of targeted learning events (in person and/or virtually) based on identified learning objectives. Standalone event concepts will be developed for consideration, but could range from virtual presentations to intimate workshops to larger-scale conferences. Timing and locations TBD. 

The Learning Advisor will work closely with DPI’s Home Office team including Technical Advisors, Project Managers, and other consultants. The role will report to DPI’s Chief of Party. International travel may be requested for certain learning events.

Qualifications

  • At least 8 years’ experience in monitoring, evaluation, and learning (MEL); collaboration, learning, and adaptation (CLA); or a related field.
  • Advanced degree in a related thematic (i.e., International Development) or research field.
  • Understanding of DRG issues within the international development field.
  • Experience with USAID or similar international donors (preferred). 
  • Experience in LAC and/or proficiency in Spanish (preferred). 
  • Proficiency in graphic design (preferred).
