Position description

The NATO Parliamentary Assembly (NATO PA) is the Inter-Parliamentary organisation of legislators from the member countries of the North Atlantic Alliance as well as from NATO partner countries. Because its members come from the various national parliaments, the Assembly constitutes a link between the authorities responsible for NATO and the parliaments. Through its debates, the Assembly aims to promote a common sense of Atlantic solidarity within the various legislative assemblies, to strengthen parliamentary scrutiny of security and defence issues, to provide the public with better information about the Alliance and to promote the Alliance's objectives and values, in particular support for democracy, individual freedom and the rule of law. The NATO Parliamentary Assembly is looking for a DEPUTY SECRETARY GENERAL FOR POLICY AND OUTREACHfor its office in Brussels (Full-time, permanent contract of employment).

THE ROLE

The Deputy Secretary General for Policy and Outreach supports the Secretary General in overseeing the NATO Parliamentary Assembly’s Secretariat, which provides the research and administrative resources to support the policy work of the Assembly‘s leadership, committees and other bodies, and which also organises sessions, seminars, committee meetings, and other Assembly activities.

They represent and deputise for the Secretary General whenever necessary and report directly to them. Together with the Deputy Secretary General for Management/Chief of Staff, they form the executive team, responsible for the effective and efficient running of the International Secretariat.

The Deputy Secretary General for Policy and Outreach supports the Secretary General in driving forward the Assembly’s political agenda, overseeing the planning and implementation of the Assembly’s priorities and activities, and leading the Assembly’s outreach efforts to NATO, diplomatic missions and other relevant actors. The Deputy Secretary General for Policy and Outreach also assists the Secretary General in their role as the principal adviser to the Assembly’s President, Bureau and Standing Committee.

TASKS AND RESPONSIBILITIES

To support the Secretary General, including in/by:

      • Managing the performance of the policy, training/capacity building & external engagements and communications teams, ensuring its effectiveness and well-being;
      • Overseeing the delivery of timely, high-quality and well-coordinated policy products and activities in line with the Secretary General’s guidance and the Assembly’s priorities;
      • Advising and supporting the President, Bureau and Standing Committee on the development and implementation of the Assembly’s strategic priorities;
      • Coordinating and overseeing the execution of Presidential priorities, including Presidential/Bureau visits, official meetings as well as relevant public and political engagements;
      • Overseeing the management of the Rules of Procedure;
      • Ensuring that Assembly sessions as well as all the activities of all the Assembly’s bodies are organised effectively, in line with Assembly’s political priorities and appropriately coordinated;
      • Coordinating and overseeing the implementation of the Assembly’s Committees, Outreach and Partnership programmes;
      • Overseeing the development and implementation of the Assembly’s Media Relations, strategic communications and other external outreach and communication activities;
      • Liaising with Assembly’s member and partner parliaments, other interparliamentary organisations and international bodies relevant to the Assembly’s work;
      • Coordinating and developing relations between the International Secretariat and NATO;
      • Supporting the development of a network with relevant institutions/organisations, political leaders, governments officials, embassy officials, experts and other relevant stakeholders;
      • Representing the Assembly at external events;
      • Performing any other related duties as assigned.

Qualifications

The ideal candidate should possess the following qualifications, knowledge and experience:

ESSENTIAL:

      • Advanced university degree in political sciences, international relations, law, social sciences or another related field;
      • Proven experience in supporting policy making and policy research in relevant fields (security, defence, international affairs);
      • Proven experience in a management role, preferably within a national administration, parliamentary, think-tank or multilateral environment;
      • A minimum of seven years’ experience in foreign policy, defence and security matters and NATO/transatlantic affairs;
      • Excellent written and oral English communication skills;
      • Possess the following minimum levels of NATO PA’s official languages (English/French): V (“Advanced”) in one; and II (“Elementary”) in the other as defined in the NATO Language Level equivalence table;
      • Willingness to travel and work outside standard office hours;
      • Excellent interpersonal skills, integrity, political understanding, tact, diplomacy, cultural sensitivity and awareness.

DESIRABLE:

      • Prior experience working in NATO;
      • Knowledge of the relationship between the Assembly and NATO, as well as other international organisations dealing with foreign policy and security matters;
      • A doctoral degree in political sciences, international relations, law, social sciences or another related field;
      • Advanced knowledge of French;
      • Knowledge of additional languages;
      • Applicants need not hold a current security clearance, but tenure will depend upon obtaining a security clearance.

OFFER AND PROCEDURE

The Assembly offers a full-time permanent position in its International Secretariat, which is staffed by a team of 35 professionals from NATO member countries and centrally located in Brussels.

This job offers an attractive salary (Basic monthly salary between EUR 9.800 - EUR 10.300) including:
