Reports to: Director of Institutional Partnership and EU Liaison
Line manages: 1 Advocacy and Policy Specialist, (possibly) 1 trainee.

The Advocacy, Policy and Communication Coordinator will contribute to the optimal functioning of World Vision’s EU Representation (EUREP) and to the achievement of its strategic objectives: engagement with the EU is sustained, institutional funding pipeline is strengthened, relationships with strategic EU actors and partners are nurtured, World Vision (WV) is recognised as a credible and impactful EU-facing organisation, for the well-being of children.

MAJOR TASKS AND RESPONSIBILITIES

Support strategy development, aiming at EU policy change and WV’s enhanced visibility:

      • Support the development of strategies and implementation plans;
      • Develop and update the EUREP communication strategy and action plans;
      • Advise on EU child-related trends and approaches and develop processes for WV to anticipate and act effectively on changes;
      • Identify and grow opportunities to increase EU investment in children, including in terms of influencing, partnering, financing and crosscutting aspects;
      • Cooperate closely with EUREP’s EU Partnership Coordinator and the Humanitarian Coordinator, to ensure alignment on planning, knowledge-management, as well as identification of opportunities to increase EU investment in children around influencing, partnering, financing and sectoral aspects.

Profile World Vision as a key child-focused advocacy, policy and development organisation and strengthen the relationship with EU institutional audiences, through advocacy and communications outputs:

Advocacy and Policy

      • Develop advocacy and policy outputs and content aimed to influence the EU, protect external financing for – and investments in – children in general, and where prioritised around thematic focus, by showcasing evidence on impact and solutions for children;
      • Promote child-centered approaches in policy dialogues with the EU, as a result of WV evidence and advocacy, as well as through like-minded coalitions;
      • Develop and sustain productive relationships with relevant EU stakeholders;
      • Support high-level engagement visits and briefings around EU actions;
      • Play an active, and where strategic leading, role in relevant networks and coalitions;
      • Coordinate the planning, organisation and follow-up of events.

Communication

      • Build visibility among EU institutional audience by developing communication strategies, campaigns, outputs and messages;
      • Coordinate and/or manage WV EUREP’s digital and media presence and products, including content, EUREP’s Webpages and Web-platforms updates;
      • If and when relevant, develop relationships with EU-based media outlets.

Provide strategic support to enhance WV’s internal readiness and positioning as a key EU partner and in terms of investment for children:

Advocacy and Policy

      • Provide strategic direction to strengthen WV’s internal capacity to build and sustain effective advocacy and influencing with European Union services at all levels, empowering WV offices and with a purpose to increase WV’s visibility and credibility, to ensure sustained investments in children, and to position for funding;
      • Contribute to EUREP’s knowledge management and capacity-building actions.

Communication

      • Ensure adequate alignment with World Vision’s standards and protocols (brand guidelines, child protection standards etc.) and EU rules;
      • Build relationships with WV offices to ensure adequate communication standards and products are applied;
      • Support capacity-building sessions for World Vision global colleagues on the use of communications for advocacy and grants prepositioning, if and when relevant.

Required Skills & Experience

      • 7 years of relevant experience in advocacy, policy and communication, or related fields;
      • Master’s degree in a relevant field;
      • Strong knowledge of EU institutions, decision-making processes and development cooperation policies, particularly related to child rights and external financing;
      • Proven ability to develop evidence-based advocacy and policy positions or campaigns that influence EU policies and funding priorities;
      • Strong content development and editing skills for policy briefs, position papers, digital content and public-facing materials;
      • Experience engaging in policy dialogues, coalitions and networks to promote child-centered approaches;
      • Strong coordination, relationship-building and representational skills in networks, coalitions and public events;
      • Experience developing and/or implementing communication strategies, campaigns and products;
      • Strong computer literacy & practical experience with digital tools and platforms including ability to work with Microsoft Office, Web-based software (Website management) and programmes such as InDesign, Canva, Photoshop, Adobe or equivalent;
      • Experience in providing functional guidance or line management to staff and trainees;
      • Excellent command of English written and spoken; French an asset;
      • Ability to travel occasionally;

The salary for this role typically ranges from €4,336 to €4,881 gross depending on experience and qualifications.
