Department: Public Business Development (PUBD) - The Business Development team drives Pact’s mission forward by leading the pursuit and capture of new funding from U.S. government, foundation, corporate, and institutional funders. The team leads across all parts of the fundraising cycle, from early opportunity identification, teaming strategy, and positioning, through proposal design, technical writing, and pricing. BD staff lead the proposal process end-to-end, while partnering closely with technical practice leads, country teams, and finance to build competitive, compliant bids. Ideal candidates stay organized and effective under proposal deadlines, adapt quickly when requirements or priorities, and bring a collaborative, collegial spirit to cross-team work.

Position Overview:

For more than two decades Pact has worked with mining communities, U.S. and host-country governments, and private sector partners to build secure, resilient, and responsible mineral supply chains. As a U.S. nonprofit with experience in more than 60 countries across Africa, Asia, Europe, and the Americas, Pact creates lasting economic opportunity for mining communities while ensuring reliable, traceable access to critical minerals. Miners and their families are at the center of this work. Artisanal and small-scale mining (ASM) provides a vital livelihood for tens of millions of people, and Pact is committed to enabling communities to lead their own  and derive lasting benefits from the resources around them.

Founded in 1971, Pact combines expertise in responsible mining, energy resilience, global health, natural resource management, government and community capacity strengthening to support prosperous communities, secure critical mineral supply chains, and stable operational environments. In addition to working directly with mining communities, Pact collaborates with and advises large- and small-scale mining companies, mineral traders, and U.S. consumer brands.

As this portfolio grows, Pact is investing in the strategic relationships, positioning, and partnerships needed to grow with it — expanding our pipeline and strengthening the consortia through pursues opportunities in the critical minerals sector while delivering positive and sustainable outcomes for communities and key stakeholders.

Purpose of the Engagement : The purpose of this engagement is to supplement Pact’s existing expertise with senior – level , multi-multisector experience and strategic insight that will strengthen Pact’s responsible-mining portfolio, positioning, and partnerships. Drawing on experience working in or overseeing programs involving mining communities, governments , the private sector, and multistakeholder initiatives the advisor will help Pact deepen relationships and communicate its responsible-mining capabilities effectively to bilateral, multilateral, and private-sector stakeholders . This advisory engagement will build up Pact’s existing strategy technical expertise and relationships.
