Position description

As Counsellor to the European Chief Prosecutor for inter-institutional relations, you will provide support and advice to the European Chief Prosecutor in the performance of her duties representing the EPPO vis-à-vis the institutions of the European Union (EU) and its Member States. You will have an overview of all aspects of inter-institutional relations of the EPPO, will provide strategic advice and concrete guidance in the negotiations and cooperation with the other EU institutions, as well as the institutions of the Member States. You will ensure the effective liaison with all relevant stakeholders.

RESPONSIBILITIES

Reporting to the Head of the Executive Office, and as Counsellor to the European Chief Prosecutor, your responsibilities will include:

      • Advising and assisting the European Chief Prosecutor in inter-institutional matters;
      • Identifying and following EU policy and legal developments that may impact the activities of the EPPO;
      • Actively promoting and defending the EPPO’s interests in inter-institutional settings, in particular with regard to policy, legislative and budgetary processes;
      • Maintaining a network of relevant contacts within EU institutions and ensuring appropriate EPPO representation in inter-institutional settings.

BASIC ELIGIBILITY REQUIREMENTS

To be considered eligible, you must satisfy each of the following basic eligibility requirements by the application’s closing date:

GENERAL/COMMON REQUIREMENTS

      • Be a national of one of the Member States of the Union and enjoy full rights as its citizen;
      • have fulfilled any obligations imposed by the laws concerning military service;
      • produce the appropriate character references as to the suitability for the performance of your duties;
      • be physically fit to perform your duties;
      • produce evidence of a thorough knowledge (C1 level) of one of the official languages of the EU and of a satisfactory knowledge (B2 level) of another official language of the EU, to the extent necessary for the performance of your duties.

EXTERNAL APPLICANTS

      • Possess a level of education which corresponds to completed university studies attested by a diploma, when the normal period of university education is four (4) years or more, and, after having obtained the diploma, at least twelve (12) years of appropriate professional experience; or
      • Possess a level of education which corresponds to completed university studies attested by a diploma, when the normal period of university education is three (3) years or more, and, after having obtained the diploma, at least thirteen (13) years of appropriate professional experience.

INTERNAL APPLICANTS

      • On the closing date for applications and on the day of filling the post, be a member of temporary staff 2(f) engaged within the EPPO in the function group and grade belonging to the grade indicated above (AD 10);
      • be employed in a full-time job;
      • have completed the probationary period successfully.

INTER-AGENCY APPLICANTS

      • On the closing date for applications and on the day of filling the vacant post, be employed as temporary staff 2(f) within your agency or institution in a function group and grade corresponding to the published function group and grade (AD 10);
      • have at least two (2) years’ service within your current agency or institution before moving;
      • have successfully completed the probationary period provided for in the Article 14 of the CEOS, in the relevant function group.

SELECTION CRITERIA

The following experience and competencies will be assessed throughout the different phases of the selection procedure.

Essential

      • At least ten (10) years of professional experience demonstrating the ability to gather and report political intelligence; plan and execute inter-institutional outreach activities; and analyse policy papers and legislative texts;
      • Demonstrated knowledge of legislative and budgetary procedures at EU level;
      • Professional experience in at least one of the following settings: representation of a national administration at EU level; as member of the administration of a parliamentary committee at EU level; as policy adviser in the European Parliament; official responsible for interinstitutional relations.

Advantageous

      • Proven ability to develop a network of stakeholders and to communicate effectively in an interinstitutional setting;
      • Relevant experience with EU budgetary negotiations (annual and multiannual), including experience related to the discharge procedure;
      • Proven experience in preparing briefings, speeches, and policy papers for senior representatives of public authorities.
