Position description

Qatar Red Crescent is a voluntary charitable organization, was founded in March 1978. QRC has been internationally recognized in 1981 by the ICRC in Geneva and joined the IFRC in the same year.

Scope of Work:

The HR Specialist supports the Head of the Türkiye Office in managing and implementing HR and administrative functions. The role encompasses recruitment, compensation and benefits management, payroll, performance management, training and development, employee relations, and compliance with local labor laws and QRCS internal policies. The HR Specialist plays a key role in building a compliant, professional, and high-performing work environment aligned with QRCS standards and Turkish labor regulations.

Key Responsibilities and Duties:

Strategic:

1. Collaborate with Office Management to design and implement HR strategies and workforce plans that align with organizational goals and project needs.
2. Lead recruitment processes including job posting, resume screening, interviewing, and candidate selection in line with QRCS policies.
3. Design and manage competitive compensation and benefits structures for local staff in compliance with Turkish labor law.
4. Conduct Training Needs Assessments (TNA), develop training plans, and coordinate learning and development programs to enhance employee competencies.
5. Manage the performance appraisal cycle, including setting KPIs, mid-year reviews, and annual evaluations.
6. Develop, update, and enforce HR policies, procedures, and employee handbooks aligned with QRCS guidelines and local regulations.
7. Promote a positive workplace culture by initiating programs designed to boost employee engagement, morale, and productivity.
8. Ensure full HR compliance with Turkish labor laws and QRCS internal policies across all HR activities.
9. Uphold the principles of PSEAH (Preventing Sexual Exploitation, Abuse, and Harassment) and child protection; promptly report any incidents.
10. Coordinate with finance on payroll planning, financial reconciliations, and ensuring HR-finance processes are aligned.

Operational:

1. Maintain and regularly update comprehensive employee records including personal data, attendance, leave balances, contracts, and other HR data.

2. Ensure proper archiving of employee files in physical and digital formats, in compliance with legal requirements and internal policies.

3. Prepare and process employment contracts, offer letters, appointment letters, salary certificates, and all HR-related correspondence.

4. Manage the end-to-end onboarding process for new hires, ensuring proper orientation, documentation completion, and familiarization with QRCS policies.

5. Administer the offboarding process for departing employees, including exit interviews, clearance procedures, and final settlement calculations.

6. Process and verify monthly payroll for all employees in coordination with the finance team, ensuring accuracy and timely disbursement.

7. Monitor and manage leave entitlements, sick leave, annual leave, and other statutory leaves in accordance with Turkish labor law.

8. Track and manage work permits, residency documents, health insurance, and other legal documents for all staff.

9. Provide HR guidance and advisory support to line managers and employees on HR policies, procedures, and employment-related matters.

10. Liaise with QRCS headquarters and partners to ensure consistency, accuracy, and compliance in all HR-related documentation and reporting.

11. Manage daily HR and administrative office operations, ensuring efficiency and compliance with internal and external regulations.

12. Prepare HR reports, dashboards, and analytics covering headcount, turnover, training, leave, and performance data for management review.

Authorities

1. Authority to review, verify, and approve HR documentation including employment contracts, leave requests, and payroll inputs.

2. Authority to sign HR correspondence, certificates, and official letters within the scope of assigned responsibilities.

3. Authority to recommend candidates for hiring and to escalate recruitment decisions to the Head of Office.

4. Authority to access and manage confidential employee records in compliance with QRCS data protection policies.

5. Authority to flag and escalate compliance violations or policy breaches to the Head of Office.

Key Stakeholders

All employees and departments of the Qatar Red Crescent - Türkiye Office, including Head of Office, Finance, Programs, and Logistics teams.

QRCS headquarters HR department, implementing partners, local authorities (SGK, labor offices), legal and insurance advisors, and donor organizations.

Qualifications

1. A bachelor's degree in human resources management, Business Administration, or a closely related discipline is required.

2. A minimum of 5–7 years of demonstrated experience in Human Resources, preferably in the NGO/humanitarian sector.

3. Experience in compensation and benefits design, payroll administration, and HR policy development.

4. Familiarity with Turkish labor laws, social security regulations (SGK), and employment procedures.

5. Awareness of the Turkish entities and humanitarian actors operating in northwestern Syria.

6. Experience in collaborating with local partners and international organizations.

7. Proficiency in HR information systems (HRIS) and MS Office applications.

8. HR professional certification (e.g., SHRM-CP, PHRi, CIPD) is an advantage.

9. Turkish Citizenship is required.

Knowledge, Skills & Abilities Required

1. In-depth knowledge of Turkish labor laws, employment regulations, and social security (SGK) requirements.

2. Strong knowledge of HR best practices including compensation and benefits, recruitment, performance management, and employee relations.

3. Attention to detail with strong organizational and time management skills.

4. Excellent interpersonal and communication skills, with the ability to engage effectively with staff at all levels.

5. High degree of discretion and ability to handle sensitive and confidential information ethically.

6. Strong analytical and problem-solving abilities with a data-driven approach to HR decision-making.

7. Proficiency in MS Office applications (Word, Excel, PowerPoint, Outlook) and HR software/HRIS systems.

8. Fluent in Arabic (native or near-native), proficient in Turkish (spoken and written), and competent in English.
