Good Neighbors is an international humanitarian and development organization with General Consultative Status with the UN ECOSOC. We support the sustainable development of vulnerable communities in over 50 countries worldwide. Key Responsibilities:

1. Country Office Setup & Compliance

  • Finalize legal registration as an INGO in Ukraine.
  • Establish policies, administrative systems, and financial procedures.
  • Secure office space, infrastructure, and key personnel.

2. Strategic Leadership & Program Development

  • Develop and implement country strategy in alignment with Good Neighbors Global Partnership Center.
  • Identify humanitarian needs and lead program design.
  • Ensure programs comply with donor requirements and best practices.

3. Financial & Compliance Oversight

  • Manage financial resources with transparency and accountability.
  • Ensure compliance with donor regulations, audits, and financial reporting.

4. Human Resources & Team Management

  • Recruit, train, and manage staff, ensuring compliance with labor laws.
  • Establish HR policies, contracts, and grievance mechanisms.

5. Representation & Networking

  • Engage with government, donors, UN agencies, NGOs, and key stakeholders.
  • Participate in coordination meetings and sectoral forums.

6. Security & Risk Management

  • Implement security protocols and contingency plans.
  • Monitor risks and adapt operational strategies accordingly.

7. Resource Mobilization & Donor Relations

  • Develop fundraising strategies and cultivate donor relationships.
  • Oversee grant management, compliance, and reporting.

8. Monitoring & Evaluation

  • Establish M&E frameworks for impact measurement and improvement.
  • Ensure timely and quality reporting on program outcomes.

Qualifications

Required Qualifications:

  • International candidates are welcome (we prefer a person who has access to enter Ukraine, depending on their passport regulations).
  • Minimum 5+ years of experience in international program management, humanitarian aid, or NGO leadership.
  • Proven experience in strategic planning, financial management, and legal compliance in an international setting.
  • Strong leadership and decision-making skills with the ability to operate in complex environments.
  • Excellent English communication skills (knowledge of Ukrainian, or other relevant languages is a plus).

Preferred Qualifications:

  • Prior experience working in Ukraine.
  • Background in INGO management, government relations, or humanitarian operations.
  • Familiarity with GPC's mission and values.
