Position description

OBJECTIVES OF THE PROGRAMME

The UHC/Health Systems and Life Course Department in the WHO Regional Office for the Eastern Mediterranean is in charge of supporting Member States to build resilient health systems to advance universal health coverage and promote health security in the region.

DESCRIPTION OF DUTIES

The incumbent will perform the following duties:

  • Provide technical advice to technical programs and country offices to ensure that UHC/health systems and life course specific activities are carried out efficiently and effectively in the region.
  • Liaise and correspond with country offices and national authorities to ensure development, implementation and monitoring and evaluation of health systems and health programmes against relevant indicators of the SDGs.
  • Participate in task forces, thematic groups and other similar forums serving WHO technical support to country offices as guided by UHS Director.
  • Manage the timely delivery of technical support to global and regional projects at the national levels towards achieving universal health coverage in coordination with the WHO Headquarters(HQ) and the WHO Country Offices focal points.
  • Conduct capacity building to Member States for monitoring the SDG-UHS-relevant indicators, and institutional reporting.
  • Initiate funding proposals to donors and partners to mobilize funds for regional and national health systems projects to achieve universal health coverage.
  • Collaborate with and partner with sister UN agencies and other institutions and partners to reinforce technical cooperation and provide technical support and consultation to Member States.
  • Review different project proposals submitted to WHO and provide advice on proposed next steps.
  • Review and prepare technical reports, presentations to national workshops, training activities and meetings.

REQUIRED QUALIFICATIONS

Education

  • Essential: Bachelor's degree in medicine or public health or health sciences or health care management.
  • Desirable: Any other post graduate degree or training in Healthsystems Development and/or Health Management or related field.

Experience

Essential:

  • At least 5 years of experience, with proven international exposure, in public health, health sector coordination, health systems and health care services.

Desirable:

  • Knowledge of WHO mandate and goals.
  • Experience in UN Organizations, NGOs.
  • Project management / Results-based Management (RBM) is an asset.
  • Experience in health system strengthening in developing countries.

Skills

  • Demonstrated knowledge of public health in relation to health systems for UHC and health security.
  • Excellent knowledge of country level situations with regard to their health systems development and management with good understanding of relevant country's needs, priorities
  • Ability to manage projects and prepare and submit reports according to donor's requirements.
  • Ability to prepare capacity building programmes and materials.
  • Ability to function effectively in a team setting within a cross-cultural and multi-sectoral environment.
  • Ability to work under pressure.
  • Knowledge of WHO and UN programmes.
  • Excellent presentation skills.
