Position description

Org. Setting and Reporting

This position is located in the United Nations Verification Mission in Colombia, in the Office of the Special Representative of the Secretary-General (SRSG), duty station Bogota. The Senior Liaison Officer (Territorial Areas for Training and Reintegration) will report to the SRSG. This position is for a period of eleven months.

Responsibilities

Working under the overall direction of the Special Representative of the Secretary-General (SRSG), the Senior Liaison Officer (Territorial Areas for Training and Reintegration) will be responsible for performing the following duties:

  • Represent UNVMC, in whatever capacity as may be deemed necessary by the SRSG regarding the operation of the Territorial Areas for Training and Reintegration (TATRs) and new settlements of former FARC-EP combatants, as appropriate.
  • Develop and maintain collaborative relationships with national authorities, regional authorities, and other national and international counterparts, especially the Office of the High Commissioner for Peace and the Agency for Reintegration and Normalisation to develop strategies and plans of action to address political, logistic and other relevant challenges, in pursuit of mandated objectives.
  • Identify, analyze, monitor and report on political, logistic and other relevantdevelopments and emerging issues with respect to Territorial Areas for Training and Reintegration (TATRs) and new settlements of former FARC-EP combatants and their impact on the implementation of the Mission's mandate.
  • Prepare, as required by the SRSG, summary and analytical reports, including but not limited to, issue papers, background briefs, talking points, correspondence, speeches and other communications products, on specific aspects of this matter.
  • Travel, as required, in support of the Mission’s mandated tasks and partnerships within the region and to UN HQ in New York and perform other duties as assigned.

Education

Advanced university degree (Master's degree or equivalent) in political science, international relations, social affairs, law, or other related field. A first level university degree with a combination of relevant academic qualifications and professional experience in the fields of diplomacy, political affairs, international relations or humanitarian affairs may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of ten years of progressively responsible experience in the fields of diplomacy, political affairs, international relations, humanitarian affairs or related area at the national and/or international levels is required.
  • Field experience and knowledge of UN peacekeeping operations is desirable.
  • Experience in Latin America is highly desirable.
  • Experience working in politically sensitive environments as well as working with civilian, police, and military counterparts is highly desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English and Spanish is required.
