JOB CONTEXT:
While remaining a protracted crisis, Syria is transitioning to a new phase where pure humanitarian operations will be prioritized over early recovery and recovery interventions. According to the latest UN figures, about 15 million people remains still in need of humanitarian assistance, including about 6.5 million IDPs, while over 5 million Syrians refugees in neighboring countries or in Europe. Threats from explosive remnants of war, lack of recovery in both the health and education sectors make Syria still a fragile context, as these issues hinder the ability of displaced populations to rebuild lives and access essential services HI is managing a humanitarian program covering most of Syria’s governorates, particularly in north and central Syria:
- Support to health partners (mainly public hospitals) for the provision of multidisciplinary rehabilitation services (physiotherapy, assistive devices, prosthetics and orthotics, and PSS).
- Education on the risks and effects of conventional weapons, including mines, explosive remnants of war, and small arms and light weapons, as well as the urgent marking of hazardous areas, non-technical surveys of potentially contaminated areas, and clearance activities.
- Community-based protection for safe returns and support for the inclusion of people with disabilities and other vulnerable people in the humanitarian assistance.
- Preparedness activities against man-made and non-man-made related disasters.
- Inclusive Education in partnership with education actors.
Security is stable in the capital, where amenities, hospitals, and basic commodities are available.
YOUR MISSION:
The Rehabilitation Senior Technical Officer (STO) contributes to the implementation of HI mandate and ten-year strategy (expressed in StratOp) in Syria. The STO guarantees and contributes to the StraTech implementation at program level. He/she contributes to the implementation of projects by providing advice and delivering complex, specific to his/her technical expertise and training to HI team, partners, ministries or clients in the case of technical assistance. He/she ensures high-level standard quality and impact of the project(s) and program(s) concerned on his/her perimeter of intervention.
Under the line management of the Syria Operations Manager and functional supervision of the Regional Physical and Functional Rehabilitation Specialist, the STO provides technical support and/or guidance to project activities and delivers direct trainings and advice, in close collaboration with the Regional Physical and Functional Rehabilitation Specialist who is involved on his/her side in the development of their sector, proposal writing and general technical guidance.
The Rehabilitation STO will pursue the following objectives, covering the entire Syrian geographical scope:
Responsibility 1: Expand and strengthen physical rehabilitation services:
- Facilitate the expansion of stimulation therapy (ST) intervention and pediatric rehabilitation across 9 health facilities under ECHO 2026-2027, ensuring effective deployment and support for 21 physiotherapists and 1 HI ST Technical Officer.
Responsibility 2: Enhance capacity and coordination of rehabilitation teams:
- Provide ongoing support and follow-up for Rehabilitation Technical Officers (TOs) across North-Central area (NCA), Raqqa/Dez, and South regions to promote multi-disciplinary rehabilitation services under ECHO, GIZ, CDCs, and other donor-funded programs.
- Contribute to the skills upgrading plan for professionals in its sector and may be a third-party assessor.
- Contribute to the development of a local talent pool within his/her sector (conducts technical interviews of candidates and makes recommendations, identifies training and coaching needs).
Responsibility 3: Support emergency preparedness and response in physical rehabilitation:
- Strengthen rapid physical rehabilitation response capacity in 4 partner hospitals under ECHO, and reinforce HI’s internal REACT system to ensure rapid and effective response to emergencies.
Responsibility 4: Promote the implementation of rehabilitation management systems (RMS):
- Support the integration of RMS in targeted health facilities to ensure standardized, high-quality rehabilitation services.
Responsibility 5: Maintain active representation and advocacy in the National Health Cluster
- Ensure ongoing HI participation and influence within the National Health Cluster to advocate for and shape national policies and best practices in the physical rehabilitation sector.
- Contribute to the outreach of HI expertise and represent HI technical expertise by delegation in relevant local, regional and international networks and with local partners.
The Rehabilitation STO will also contribute to the following objectives, under the leadership of the Rehabilitation Specialist:
- Promote and support health system strengthening initiatives when possible (integration of physical rehabilitation and ST at PHC level; outreach in underserved areas; CBR approaches) with DoHs when donor grant allows.
- Engagement with MoH, potentially to support in developing national strategy for physical rehabilitation including Prosthetics and Orthotics.
YOUR PROFILE:
- Graduate in Bachelor of Science in Physiotherapy or Occupational Therapy.
- At least 5 years’ clinical experience with proven experience in providing technical direction and assistance as well as quality monitoring.
- Experience in pediatric rehabilitation is a must.
- Fluent in written and spoken English is required. Fluency in Arabic is preferred.

- A child allowance of 100€ per month, per child, from the second child, paid in the field;
