Position:Somalia Policing Public Governance & International Relations Expert (Anticipated Position)
Location: Somalia

Background
Navanti is looking for a Somalia Policing Public Governance & International Relations Expert to work with our multidisciplinary team who can lead analysis of governance arrangements relevant to police deployments and support structured engagement with stakeholders. Candidates are expected to have strong communication and qualitative research experience with stakeholders in public security institutions. Candidates are preferred to have knowledge of Somalia (or other fragile/conflict-affected contexts) with respect to governance/coordination analysis, monitoring of public sector or security sector reforms, and high-level stakeholder engagement. The candidate will support stakeholder mapping and engagement planning, liaise with international stakeholders relevant to policing and stabilisation support, contribute to risk analysis, and draft findings and recommendations on governance, coordination, and stakeholder engagement
Qualifications
- Strong understanding of governance and coordination mechanisms in complex environments; strong stakeholder engagement and facilitation skills.
- Strong drafting, presentation, and analytical skills.
- ICT skills commensurate with the assignment.
- Familiarity with results-based management and monitoring/reporting requirements for externally funded programmes is an asset.
- Minimum 8 years of relevant professional experience in public governance, institutional reform, international relations, donor coordination, or rule of law/security sector governance.
- Demonstrated experience in at least two assignments involving governance/coordination analysis or monitoring of public sector or security sector reforms with multi-stakeholder engagement.
- Experience engaging with international actors and coordinating across institutions in fragile settings (Somalia and/or comparable contexts).
Education
- University degree in sociology, criminology, social sciences, anthropology, statistics, or a related discipline. A Master’s degree or higher is preferred.
Language
- Full professional proficiency in oral and written English.
- Knowledge of Somali is an advantage
