People in Need established a country programme in Armenia in 2003. PIN’s goal in Armenia is a strong civil society that takes an active part in poverty reduction and sustainable development. We work in four interlinked sectoral directions: sustainable livelihoods and environment; education and skills; good governance at the local level; and human rights promotion through independent media and media literacy.
PIN’s team of 17 staff currently has offices in Yerevan, Gyumri and Goris and PIN’s current projects are funded by the EU and the Czech Ministry of Foreign Affairs.
Specific duties and responsibilities:
- Lead the programme side of the implementation of the Country Strategic Plan
- Ensure that the overall programme is designed, managed and implemented in conformity to PIN policies, strategy and guidelines.
- Ensure effective leadership and management of PIN Armenia programme through line management of Project Managers
- Lead proposal writing processes from a programme perspective and coordinates with other departments and headquarters
- Ensure timely and high quality reporting is done by all programmes to donors
- Prepare programme budgets collaboratively with programme and finance staff
- Track programme expenditure through monthly programme review meetings using financial expenditure reports prepared by the finance department.
- Ensure compliance to donor policies, procedures and procurement
Human Resource Management
- In consultation with the Country Director, plan HR needs, capacity building needs for senior program staff and ensure sufficient human resources for the programme to meet its objectives
Representation, Communications & Networking
- Ensure that PIN is well represented and visible in the donor community, among key partners, and within coordination fora, delegating as appropriate to programme staff.
- Ensure PIN maintains its position within existing sectors and with its existing strengths especially with regards to field presence, and regional expertise
- Share responsibilities with Country Director for donor representation and discussions about funding opportunities
Documentation and Learning
- Ensure that all programmes properly retain programme learning for future projects, and that all information is properly documented.
Suitable candidates for this position should possess:
- experience in humanitarian/development work required
- Strong leader and team player with proven people and partnership management skills;
- Excellent communication skills and strong ability and willingness to transfer knowledge;
- Strong critical analysis and problem solving skills;
- Ability to organize and plan effectively;
- Dynamic and result-oriented profile;
- Proven experience in proposal development;
- Understanding of and experience working with MEAL systems;
- Fluent English both spoken and written.
- Knowledge of livelihoods and/or good governance programming preferred;
- Experience within the region and understanding of local dynamics preferred.
- Possibility to gain interesting working experience within a professional, internationally recognized NGO;
- Thorough 2 weeks induction training in Prague HQ; coaching for senior managers;
- Salary as per PIN salary scale (per diems not included): 1.750 – 2.100 EUR per month (depending on the seniority grade)
