Position description

The incumbent of this position serves as Managing Director of the Office of Regional and Global Issues, one of five offices comprising the Office of U.S. Foreign Assistance Resources (F/RG).

F/RG is composed of a team of Department of State (DOS), USAID, and contract personnel.  The office analyzes the budget requests, reviews program operational plans, and provides budget guidance and direction to regional and functional bureaus, as well as overseas missions, responsible for administering foreign assistance programs.  As of Fiscal Year 2018, the Foreign Assistance budget totals approximately $37 billion.

The incumbent oversees the analysis of foreign assistance programs for regional and global issues, including those programs that are the products of Presidential or Secretary initiatives.  Through subordinate team leaders, s/he oversees the planning, direction, and timely execution of funding for program functions and initiatives.  The incumbent oversees the review of DOS and USAID bureaus’ assistance program operational plans, budget requests/justifications from bureaus and other stakeholders in the budget formulation process, and bureaus’ year-end assistance Performance Plan and Reports.

This position is a drug-testing designated position subject to random testing for illegal drug use. Appointment will be subject to the applicant's completion and favorable adjudication of a background security investigation. The Ethics in Government Act, PL 95-521 requires the applicant selected for this position submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.


Unless you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit a narrative statement covering each of the Executive Core Qualifications (last five questions). For this position applicants must address the following mandatory technical qualifications:

Your experience and resume should explicitly demonstrate the following:

  • MTQ1: Demonstrated comprehensive knowledge of foreign assistance programs, policies, and authorities, and experience in analyzing foreign assistance program performance and effectiveness in achieving foreign policy and development objectives.
  • MTQ2: Demonstrated experience of the federal budget process, from budget planning and formulation to budget execution and performance management, particularly as it relates to the development and execution of the foreign assistance budget, and experience in identifying, framing, and proposing solutions to emerging policy and budget issues for senior policy officials.

If you do not possess the mandatory technical qualifications described above, you may be considered ineligible for this position.


Applicants must have the required experience or education as described below and meet any selective factors, when specified. 


Have a bachelor's or graduate degree from an accredited college or university in international law, international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; OR Have a bachelor's or graduate degree from an accredited college or university that included a combination of courses, with at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; OR Have 12 semester hours in one of the above disciplines and 12 semester hours in statistics / quantitative methods. OR Have a combination of education and experience where your coursework was equivalent to a major, or a combination of related courses totaling at least 24 semester hours, (as shown above), PLUS appropriate relevant experience OR additional education. OR Have completed at least 4 years of appropriate experience in one OR more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. (NOTE: qualifying work experience may have been gained through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries.)
