Introduction 

The Chamber and Participation team supports the business of the House of Commons, providing procedural services and advice, reporting and broadcasting services, and support for international relations.

This post sits in the Public Bill Office, which is one of a number of Chamber Business teams: these teams provide direct support to activity in the Chamber of the House of Commons. The Public Bill Office is responsible for support for the legislative process in the House of Commons. Other teams in the Chamber Business Team are the Table Office, Journal Office and Vote Office. The Procedural Publishing Unit (PPU), which is part of the Vote Office, provides pre-publication, printing and publishing services for the House. This post works across all the Chamber Business teams.

The Role 

This role is designed to work alongside the Digital Systems Manager and PPU publishing specialists to support colleagues using key digital systems that hold business-critical procedural and related information. A particular focus for an initial period will be on supporting PBO colleagues with the implementation of a new legislation drafting and management system named Lawmaker. As well as developing expertise in the Lawmaker system in order to provide training to other users, this role will also be involved in live publishing of legislative material. No previous experience of Lawmaker is expected.

Some of the responsibilities for this role include:

  • Quickly develop a detailed working knowledge of the Lawmaker system and other business-critical procedural digital systems
  • Quickly develop a broad understanding of the work of the United Kingdom Parliament, in particular its legislative processes
  • Work flexibly with colleagues in the Public Bill Office and across CBT to support management of competing priorities
  • Support procedural specialists in managing digital content management activity, with a particular initial focus on preparation of legislative documents for publication through Lawmaker
  • Develop and deliver training and other support material for CBT staff in working with digital systems

Skills and Experience 

To be successful in this role you will demonstrate:

  • Experience of using xml-based document management and publishing systems in a complex work environment; a good working knowledge of structured data (XML and HTML); and an ability to create and coordinate test programmes.
  • Ability to work flexibly and collaboratively across teams, both internally and externally, to assess priorities and goals for the development of digital systems.
  • Ability to operate digital publishing systems within agreed workflows; ability to apply complex rules to publishing material to ensure a high level of accuracy and consistency.
  • Ability to create and deliver training on digital systems to colleagues at all levels and to users with different levels of expertise.
  • Ability to communicate effectively with users across various teams whilst upholding the House’s values.
