Position description

SoCha intends to submit a proposal to provide evaluation services for the Final Evaluation of the Local Development for the Consolidation of Peace in Mozambique Sofala Sub-programme (DELPAZ) in Mozambique (2022-2025). The evaluation will focus on the following objectives:

  • To assess the DELPAZ program's relevance and effectiveness in strengthening local economic development and the prospects for sustainability of its results.
  • To assess the extent to which Austrian Development Agency’s (ADA) cross-cutting issues and principles were applied in design and implementation and how this effected results achievement, in particular focusing on gender equality, women’s empowerment, and peacebuilding.
  • To evaluate the program's ability to reach and include marginalized and vulnerable groups, especially disarmament, demobilization and reintegration members and their family members.
  • To identify strengths, weaknesses, and lessons learned and good practices in terms of design, planning, management, implementation, and monitoring.

SoCha seeks a highly qualified individual to fill the role of Team Leader. The position will require data collection and meetings in Mozambique, though some work can be done remotely. This position is contingent on contract award and approval.

Scope of Work

The Team Leader will provide strategic and technical leadership throughout the evaluation process, ensuring high-quality deliverables and adherence to international evaluation standards. The Team Leader will oversee all stages of the evaluation and coordinate closely with the Livelihoods and Economic Development Expert and SoCha’s home office technical staff. Responsibilities will include:

  • Technical Leadership and Evaluation Design
    • Lead the design of the evaluation, including methodology, sampling techniques, and data collection tools.
    • Ensure the evaluation framework aligns with OECD-DAC evaluation principles, ADA Monitoring and Evaluation procedures, and international best practices.
  • Desk Review and Data Collection Preparation
    • Conduct a thorough desk review of project reports, including those from PCC, NSC, subgrantees, monitoring missions, semi-annual and annual reports.
    • Analyze KOBO Toolbox data matrices, databases, and relevant study reports.
  • Stakeholder Engagement and Data Collection
    • Conduct exploration interviews with ADA, key stakeholders, and DELPAZ program team members.
    • Lead qualitative interviews and field data collection in Maputo, Beira, and six districts in Sofala Province, with support from other team members.
    • Ensure the inclusion of diverse perspectives, factoring in equity, human rights, gender, and conflict-sensitive approaches.
  • Data Analysis and Evaluation Reporting
    • Utilize qualitative and quantitative research methods to analyze relevant data, ensuring a robust and evidence-based evaluation.
    • Ensure the integration of climate-smart agriculture, local economic development, and market systems development principles in the analysis.
    • Serve as the primary author of all key deliverables, including: Inception Report, Evaluation Report, and other deliverables.
  • Stakeholder Coordination and Communication
    • Maintain consistent, professional communication with ADA and relevant stakeholders.
    • Ensure timely progress through bi-weekly reports and participatory meetings.
    • Present findings and recommendations in stakeholder briefings and validation workshops.

Qualifications

  • Master’s degree (PhD preferred) in development studies, economics, evaluation methods, project management, or related fields.
  • More than eight (8+) years of experience leading complex program evaluations, particularly in local economic development, livelihoods, and/or climate resilience.
  • Proven track record in leading at least two evaluations of EU-funded or international donor-funded projects of similar scale.
  • Strong expertise in OECD-DAC evaluation methodologies, qualitative and quantitative research techniques, and results-based management evaluation.
  • Experience conducting evaluations in Africa, particularly in Mozambique or neighboring countries.
  • Excellent planning and writing skills to ensure deliverables are completed in a timely manner, with quality.
  • Fluency in English and Portuguese is required. Proficiency in Ndau and Sena is an asset.
