Position description

Deloitte Consulting LLP, headquartered in Arlington, VA, is currently accepting expressions of interest from qualified candidates for a Chief of Party for an anticipated multi-year USAID-funded initiative to generate more impactful, sustainable urban and peri-urban WASH and WRM policy and programming. 

The purpose of the project is to promote impactful, sustainable, equitable and climate-resilient water, sanitation, and hygiene policy and programming in urban and peri-urban areas, and to strengthen evidence-based decision making of partners and host governments, at the local, regional, state, and national levels. This project will support the implementation of high-impact WASH and WRM interventions, in partnership with researchers, the private sector, civil society groups, government bodies and multilateral institutions. 

Position Summary: 

The Chief of Party will be responsible for: 

  • Lead implementation of the strategic, long-term programmatic vision of the project 
  • Provide overall strategic direction, managerial, and technical leadership. 
  • Ensure achievement of the Statement of Work (SOW) 
  • Ensure that all project assistance is technically sound and appropriate.
  • Design and lead technical activities and deliverables.
  • Manage risks of project implementation and implement risk mitigation techniques.


  • Master’s degree or higher in economics, urban planning, engineering, public health, global development, environmental science or other related fields. 
  • At least 15 years of demonstrated technical expertise, including in research and learning programs, with substantial developing country context experience, in two or more of the following technical areas: urban WASH and WRM, governance or regulation, institutional development, and ecosystem services. 
  • At least 5 years of demonstrated experience in a management position in international WASH, WRM, or other relevant development program context. 
  • Demonstrated ability to manage an activity of this size and scope. 
  • Demonstrated ability to work with a wide range of government, civil society, donor, and multilateral counterparts. 
  • Excellent oral and written communication skills in English.
