The post is located in the Office of the Deputy Director General (DDG) of the Patents and Technology Sector (PTS), in the DDG’s capacity as WIPO’s IP and Gender Champion. This function is responsible for implementing WIPO’s strategic goals to promote and encourage female engagement in IP, provide expertise and support services to Member States and external stakeholders and provide the necessary data and information to integrate a gender perspective into IP legislation, policies, programs and projects.
The incumbent provides strategic direction on IP and Gender matters and serves as the primary liaison with Member States and external stakeholders on education, research, and capacity building relating to WIPO’s IP and Gender programs. The incumbent creates and facilitates cross-sectoral programs that enhance access to the IP system for women inventors, innovators, creators and entrepreneurs.
The incumbent works under the supervision of the Deputy Director General, in the DDG’s capacity as WIPO’s IP and Gender Champion.
The Senior Advisor, IP and Gender works closely with a variety of key strategic stakeholders worldwide, including National IP Offices (patents, trademarks and copyrights), Geneva based representatives of Missions, international organizations including the UN, capital representatives, intergovernmental and non-governmental organizations, corporations, innovators and creators. In addition, the Senior Advisor, IP and Gender will collaborate closely across all WIPO Sectors, including with the Gender and Diversity Specialist, to formulate and coordinate activities, gather necessary data and information and assess and determine opportunities to drive IP and Gender programs and projects.
Duties and Responsibilities
The incumbent will perform the following principal duties:
- Provide strategic advice and authoritative guidance externally to Member States and internally across all WIPO Sectors on IP and Gender issues through data, and the formulation of innovative policies and programs that provide and enhance equitable access to the IP system for women inventors, innovators, creators and entrepreneurs.
- Conduct research, analysis and data collection/sharing that identify the scope and nature of the gender gap in IP and ways to close the gender gap. Working closely with WIPO’s Chief Economist, explore ways to disaggregate data to identify women inventors and creators and to further identify trends, patterns and obstacles in women’s use of IP registration systems, including, but not limited to:
- the effects of COVID-19 on women’s engagement in innovation, creativity and entrepreneurship; and
- the determination of whether IP registration systems are gender neutral and recommend policies to ensure IP registration systems remain or become gender neutral.
- Provide expertise, capacity building and guidance to Member States and external stakeholders through the creation of programs designed to advance women in the IP system.
- Identify, promote and advance programs that contribute to women entering either STEM (science, technology, engineering, and mathematics) or other IP-intensive fields, including programs for girls/women/educators, grants and scholarships for education and mentoring, increased access to digital technology, and funding and investment opportunities.
- Create networking opportunities for women to commercialize their inventions, innovations and creations.
- Facilitate and support education and knowledge sharing around IP and Gender practices, raising awareness of how women and communities benefit from women’s involvement in IP. Present and advance the benefits and successes of a more inclusive IP community and how women’s involvement in IP contributes towards improving the lives of women, including through increased employment and higher wages.
- Monitor and assess the effectiveness of service delivery methods and develop organizational processes, procedures and reporting systems to ensure gender growth goals are met. Establish partnerships worldwide, including through the public and private sectors and recommend global best practices and trends in the development of gender growth in IP.
- Create a maturity assessment tool that enables organizations to benchmark their own path toward gender equality in the area of IP against others or best practices and give insights into how one may improve their program.
- Collaborate closely across all WIPO Sectors, to coordinate activities, gather necessary data and information and identify opportunities to: (1) enhance skills (2) drive Gender based programs and projects in the IP environment, and (3) integrate Gender perspectives into IP legislation, policies, programs and projects.
- Oversee the development of an external communication plan, in close collaboration with relevant WIPO colleagues, for the production and dissemination of WIPO’s communications through traditional channels and social media on IP and Gender issues.
- Represent WIPO on issues relating to IP and Gender and liaise with National IP Offices (patents, trademarks and copyrights), Geneva based representatives of Missions, international organizations including the UN, capital representatives, intergovernmental and non-governmental organizations, corporations, innovators and creators to ensure stakeholder needs are met.
- Perform other related duties as required.
- Advanced university degree in engineering, science, technology, social sciences, international relations, business management, economics, law or related field. A first-level university degree plus two years of relevant experience in addition to the experience requested below may be accepted in lieu of an advanced university degree.
- At least 10 years of relevant professional experience in the field of intellectual property, with some demonstrated experience and interest in gender equality in the IP field.
- Experience in an international environment.
- Experience identifying and analysing demographic related metrics to inform decisions.
- Excellent knowledge of written and spoken English.
- Knowledge of any other United Nations official languages, preferably French.
