Duties and Qualifications


Within the UNHCR Representation for EU Affairs (REUA), the Global Issues-EU Unit covers EU funding and external policies. The External Relations Assistant works under the supervision of a Senior External Relations Officer. The External Relations Assistant function requires basic knowledge of project management cycle and excellent command of English. Basic knowledge of the EU as a donor and partner, including of its project management cycle, as well as knowledge of and experience in protection and solutions for forcibly displaced persons would be an asset.

Duties entail:   
1. Assist with the management of EU contributions to UNHCR operations (mainly DG INTPA, NEAR, HOME, ECHO). This will include:

a. Assist with contractual, administrative and financial processes (recording, returning contracts, archiving, etc)
b. Support with quality review and submission of concept notes, proposals, reports, clarifications
c. Update various internal tracking tables
d. Maintain engagement with relevant European Commission counterparts

2. Contribute to the provision of technical assistance to UNHCR operations to advocate, fundraise and manage EU-funded projects (advise on the Financial and Administrative Framework Agreement between the United Nations and the European Union (FAFA) requirements, use of EU templates and platforms, training sessions, etc)

3. Monitor and report about EU policy developments relevant to the portfolio

4. Ad-hoc: drafting of background notes and talking points, assist with the organization of UNHCR management missions to Brussels and other meetings, share relevant updates and notes with EU counterparts and other tasks as required
